Argentina has approximately 53.3 million hectares of native forests and 1.38 million hectares of forest plantations, which meet an important role in mitigating and adapting to climate change by providing ecosystem services such as local and regional climate regulation and carbon capture and storage. In this sense, the forestry sector offers a great opportunity to contribute to global commitments to reduce global warming through instruments that promote the conservation and sustainable use of native forests and the sustainable development of forest plantations, such as carbon markets.
CICLA supported GMF in analyzing the current context and possible future scenarios for the implementation of the Paris Agreement of the United Nations Framework Convention on Climate Change (UNFCCC) in Argentina. A legal analysis was performed regarding the tenure, ownership and disposition of carbon stored and potentially captured in native forests and forest plantations in Argentina. The norms and policy instruments that regulate or could regulate the commercialization of forest carbon certificates or credits (and the existing gaps) were analyzed and future scenarios regarding their promotion and regulation by the national and provincial governments were outlined, for implementing Article 6 of the Paris Agreement on carbon markets.
